CALL TO ORDER
Board President Miranda Evans called the regular meeting to order at 6:00 p.m.
ROLL CALL
Board Members Present: Al Schreiber, Debbie Bayes, Charlotte Murry, Miranda Evans, Natalie Hagglund
President Evans announced student advisor Jason Orzel notified the board he will be absent and added he is excused, and Hunter Sparrow informed the board he will be a few minutes late to the meeting.
President Evans announced two opportunities within the agenda for public comment.

Director Natalie Hagglund moved to approve the minutes for the March 21, 2023 Regular Board Meeting; seconded by Director Al Schreiber.

SUPERINTENDENT'S REPORT

Superintendent Rumbaugh presented the donations.

Enrollment Report: Deborah Rumbaugh
Superintendent Rumbaugh noted April 2023 student enrollment is down 8 student FTE however the district is on track to continue to exceed budget projection.

March Financial Report: Ruth Floyd
Ruth Floyd, Executive Director of Business Services, highlighted March 2023 student enrollment at 4,637 compared to 4,543 March 2022 and noted current enrollment is 25 FTE above budget. Ms. Floyd reviewed the state apportionment payment, payroll costs, and maintenance, supplies and operating costs (MSOC) for March 2023; she highlighted information on the Manager’s Report, Fund Balance Report, and Object Summary (salary and benefits) and noted salary and benefits represent about 90% of total spending. The Budget Status Report for the five funds: General, Capital Projects, Debt Service, ASB and Transportation, and the Food Service Program Report were presented.

Elger Bay Elementary School Report and Shining Star: Tim Dickinson
Principal Tim Dickinson updated the board on progress, strategies and next steps for Elger Bay Elementary’s Annual Action Plan for students and staff in Math, English Language Arts, and Multi-Tiered Systems of Supports (MTSS).
Principal Dickinson introduced student Elijah Caceres and shared attributes for Elijah’s selection as Elger Bay Elementary’s Shining Star. Board members congratulated Elijah and presented him with a plaque for the school and a certificate and sponsor gift from Heritage Bank. Elijah’s achievements were celebrated by all.

Recognition Library Month Proclamation: Deborah Rumbaugh
Student Advisor Hunter Sparrow read a proclamation in celebration of School Library Month. Superintendent Rumbaugh greeted the librarians present at the meeting and shared they will received a signed copy of the proclamation.
CONSENT AGENDA
President Evans invited anyone attending the meeting, in person and virtual, to speak to any items on the consent agenda and asked the directors if they wished to pull any items. Director Hagglund pulled Consent Item #9, Bills and Payroll.
There being no other comments or requests, President Evans asked for a motion to approve Consent Items #1-8; moved by Director Al Schreiber; seconded by Director Charlotte Murry.

Director Hagglund shared she pulled Consent Item #9 Bills and Payroll with regard to Voucher 240386, payable to Director Hagglund.
President Evans asked for a motion to approve Consent Item #9, Bills and Payroll, excluding voucher 240386; moved by Director Natalie Hagglund; seconded by Director Charlotte Murry.

PUBLIC COMMENT
Citizens wishing to address the Board are asked to submit online requests using the PUBLIC COMMENT link or email [email protected] two hours prior to the board meeting start time. For those attending the meeting in person, request forms are available in the boardroom for submission prior to meeting start time. Citizens who wish to provide documents to board members will hand them with to the Recording Secretary for distribution after the meeting. The Board President will call upon individuals who have requested to speak during the Public Comment section of the agenda. Individuals will state their name for the record and will be allowed three minutes to speak.

SCHOOL BOARD DISCUSSION

Book Study Chapter 11, Marc Brackett Permission to Feel
Superintendent Rumbaugh facilitated the book study discussion highlighting Chapters 10 and 11 and invited board member discussion. Each board member shared what stood out to them in these chapters. After discussion, Superintendent Rumbaugh noted the book study was complete and invited the board to share their book with another individual.
STUDENT ADVISOR REPORT
Hunter Sparrow, Stanwood High School, reported consultant and speaker Erin Jones recently visited Stanwood High School and students appreciated their conversations with Ms. Jones on equity and inclusion in schools. Hunter's report also included updates on ASB Elections, an upcoming FBLA field trip, the schools' annual plant sale; ASB Instagram, ticket sales for prom, and the upcoming Tolo in May. Hunter also shared his appreciation for Principal Dickinson's report on Elger Bay Elementary's Annual Action Plan and the focus on ELA and writing.
ITEMS BROUGHT UP BY BOARD MEMBERS
Director Hagglund’s comments included: appreciation for the Lincoln Hill High School student volunteers who helped with the Stanwood-Camano Area Foundation’s recent philanthropy breakfast, adding the community always enjoys having the students present; participation in the Washington State School Directors’ Association (WSSDA) equity training and noting it is a valuable training on educational equity; speaking at the recent National Honor Society Induction and participating in a recent field trip with the honors group; and visiting with a local scout troop to provide a teaching opportunity on being an elected official.
Director Bayes’ comments included: appreciation for tonight's Elger Bay Elementary report and sharing she enjoys reading their newsletter; thanking Hunter for a reminder about the high school’s plant sale; and curiousity for who’s wearing the sasquatch mascot costume (photo shared in Elger Bay Elementary's report).
Director Schreiber shared he is grateful to the PTO and PTA groups and the individual who were recognized tonight for their donations; he thanked Tim Dickinson and staff for the great work they are doing at Elger Bay Elementary and congratulated their Shining Star; and, in honor of School Library Month, he thanked district librarians for all of the work they do.
Director Murry’s comments included: recent participation in two WSSDA equity trainings and noting it is really great information and speaks to the direction school districts are moving and she is excited that the everyone is participating in this work; appreciation for the opportunity to buy plants at the high school plant sale; looking forward to tomorrow's site visit at Port Susan Middle School; and thanking Tim Dickinson for tonight’s report, adding it is exciting to see all of the great things happening at the school, including the focus on student engagement.
Director Evans’s comments included: she, too, has participated in WSSDA’s equity training and is thankful she can do so virtually; the Chat with a Board Member events have had attendance and noting there is one event left (May 2, 6:00 PM, with Director Murry at Stanwood Middle School); the Board will continue to revisit Chat with the Board events as they set board goals for the upcoming school year; and looking forward to upcoming year-end events.
