CALL TO ORDER - 1:00 PM
President Natalie Hagglund called the meeting to order at 1:00 PM.

APPROVAL OF AGENDA
President Hagglund pulled Consent Agenda items 2 and 5, noting a first and second reading for New Policy 3116 was mistakenly listed on the August 16 and September 6, 2022, agendas. Policy 3116 was adopted, as written, last year on August 17, 2021; and the TK Elevator Agreement is not ready and will be placed on a future agenda.

Director Al Schreiber moved to approve the amended agenda; seconded by Director Charlotte Murry.

Aye: Directors Al Schreiber, Charlotte Murry, Ken Christoferson, Miranda Evans and Natalie Hagglund.

August 16, 2022 Regular Meeting Minutes
Director Ken Christoferson moved to approve the Minutes for the August 16, 2022 Regular Meeting; seconded by Director Miranda Evans.

SUPERINTENDENT'S REPORTS

1. Donations - Deborah Rumbaugh
Superintendent Rumbaugh presented the donations.

2. Staffing Update - Maurene Stanton
Maurene Stanton, Executive Director, Human Resources, presented a summary of 2022-23 posted, filled, and open positions for Certificated, Classified, and Administrative staff.

3. Back to School Update - Deborah Rumbaugh
Superintendent Rumbaugh highlighted September enrollment data; School Improvement and Annual Action Plan progress; and beginning of year operational and classroom size status.

CONSENT AGENDA

President Hagglund asked the board if they wished to pull any Consent items for discussion and offered those attending the opportunity to speak to items specific to the Consent Agenda. No items were pulled and there was no comment.

Director Charlotte Murry moved to approve Consent Agenda items 1, 3, 4, and 6 through 9; seconded by Director Al Schreiber.

Aye: Directors Al Schreiber, Charlotte Murry, Ken Christoferson, Miranda Evans and Natalie Hagglund.

1. Donations.

2. Approve the Second Reading of Policy 3116 Students in Foster Care. (Pulled)

3. Approve the Memorandum of Understanding between Snohomish County School Districts and the Sno-Isle Technical Skills Center regarding Comprehensive Learning Needs Assessment staffing.

4. Approve Professional Service Agreements and Contracts, as listed below:
a) Blue Water Behavioral Consulting LLC, for student services, and
b) Maxim Healthcare Educational Institution Staffing Agreement for student services.

5. Approve the Maintenance Agreement with TK Elevator for service at Stanwood High School. (Agreement available September 6) (Pulled)

6. Approve the Assignment of Teachers Outside of Endorsement Area for the 2022-23 School Year.

7. Approve the Affiliation Agreement with Seattle Pacific University for accepting student interns, September 1, 2022, through August 31, 2025.

8. Approve the Affiliation Agreement with Central Washington University for accepting student interns.

9. Approve the Personnel Consent Agenda, dated September 6, 2022.

PUBLIC COMMENT

Citizens wishing to address the Board are asked to submit online requests using the PUBLIC COMMENT link or email [email protected] two hours prior to the board meeting start time. For those attending the meeting in person, request forms are available in the boardroom for submission prior to meeting start time. Citizens who wish to provide documents to board members will hand them with to the Recording Secretary for distribution after the meeting. The Board President will call upon individuals who have requested to speak during the Public Comment section of the agenda. Individuals will state their name for the record and will be allowed three minutes to speak.
There was no public comment.

SCHOOL BOARD DISCUSSION
There were no items for School Board discussion.

ITEMS BROUGHT UP BY BOARD MEMBERS

Director Schreiber thanked those who made donations and Maurene Stanton for her work to fill positions; he expressed appreciation for having great students and staff.

Director Murry shared she is grateful for donations and recognized the PTO, PTA and Boosters for the job they do to support students. Director Murry shared she is grateful for a good start to the first week of school and looks forward to what the rest of the year brings.

Director Christoferson shared he is enthused about the beginning of this school year. Director Christoferson reflected on the (social media) comments regarding the second day of school and shared the district holds the safety of students first and foremost. Director Christoferson shared he supports the efforts made to investigate Friday's events and the decision that was made, adding he feels assured that the judgement that needs to be in place to make those decisions is in place, and are made for the right reasons.

Director Evans shared she is excited for the new year, adding Friday was not the start the district was hoping for, but she is confident with information gained that the district can move forward. Director Evans added she is excited for the upcoming football game and another year of students being able to highlight the things they excel in, and she looks forward to hearing about their successes at future board meetings.

Director Hagglund thanked everyone for attending and commented she looks forward to having student advisors at the next board meeting.

Superintendent Rumbaugh added there is no greater priority than the safety of students and stated the district works closely with law enforcement on decisions and creating messaging for situations like Friday.

Superintendent Rumbaugh pointed out the lanyard and book, Permission to Feel (author Marc Brackett), placed at board member stations. Dr. Rumbaugh shared the book is guiding the district's work on social-emotional learning and is being used as a professional development tool with building leadership. Dr. Rumbaugh added she hopes board members have an opportunity to read the book. Dr. Rumbaugh commented it was nice to see the smiles of students on the first day of school highlighted in the Stanwood-Camano News and added she appreciates everyone's efforts to get ready for the first day.
