MINUTES OF THE JANUARY 15, 2019, REGULAR BOARD MEETING

CALL TO ORDER
Al Schreiber, Board President, called the meeting to order at 5:15 PM in the Administration & Resource Center Boardroom.

ROLL CALL
Board members in attendance were: Natalie Hagglund, Ken Christoferson, Chad Lewis, Julie Dean, and Al Schreiber. Trent Austin and Shawn Moyer, Student Advisors, arrived at 6:00 PM

EXECUTIVE SESSION
Al Schreiber excused the board members for Executive Session to review the performance of a public employee for approximately 45 minutes. The Executive Session ended at 5:55 PM; no action was taken.

RECONVENE
Al Schreiber reconvened the Regular Board Meeting at 6:00 PM.

FLAG SALUTE
Trent Austin led the Pledge of Allegiance.

APPROVAL OF AGENDA
Natalie Hagglund made a motion to approve the Agenda for the January 15, 2019, Regular Board Meeting. Chad Lewis seconded the motion; it was voted on and approved unanimously.

APPROVAL OF MINUTES
Chad Lewis made a motion to approve the Minutes of the December 18, 2018, Regular Board Meeting. Natalie Hagglund seconded the motion; it was voted on and approved unanimously.

SUPERINTENDENT'S REPORT
Dr. Jean Shumate introduced the following reports:

DONATIONS
The donations were presented by the student advisors, as follows:

  1. The Stanwood-Camano School District received the following transportation donations: a. $245.00 from the Stillaguamish Tribe of Indians for Cedarhome Elementary Fifth-grade field trip to Heritage Park and Stanwood Elementary Fourth-grade field trip to the Stillaguamish Fish Hatchery. b. $973.94 from Stanwood Elementary PTO for the Stanwood Elementary Fifth-grade outdoor education field trip to Camp Seymour in Gig Harbor.
  2. Firefly Images, donated Fall Rebates to Utsalady Elementary $485.00, Elger Bay Elementary $497.00, Cedarhome Elementary $801.00, and Stanwood Elementary $563.00.
  3. Patrons for Academic Learning and Sciences (PALS) donated a Knowledge Bowl Quiz Box, three (3) Sensor Strips, and a carrying case, value of $532.00, to Stanwood High School Knowledge Bowl Team. 4. Twin City Foods donated various pieces of glass lab ware (graduated cylinders, Erlenmeyer flasks, dilution bottles, culture tubes, 1000ml bottles), value $500, to the Stanwood High School Science Department.
  4. Danielle and Kyle Philbin donated glass, 2 soldering irons, a grinder, frit (ground glass) Flux (chemicals and miscellaneous hand tools, value $500, to Stanwood High School Art Department.
  5. Northend Truck Equipment donated welding materials (helmets, gloves, lenses, grinding wheels, Flux), value $2,017.64, to Stanwood High School Agriculture Mechanics Program.
  6. Northwest International Harvester (IH) Collectors donated $1,500.00 to the Stanwood High School Agriculture Mechanics Program.

RECESS
Al Schreiber recessed the Regular Board Meeting at 7:17 PM to allow the audience to exit. The meeting was reconvened at 7:22 PM

JANUARY ENROLMENT
Steve Lidgard, Executive Director of Business Services, reported on the enrollment for the month of January 2019. There were 4,455.44 Full Time Equivalent (FTE) students enrolled, which averaged 107.78 FTE above the projected enrollment.

NOVEMBER FINANCIAL REPORT
Steve Lidgard reported on the financial report for the month of November 2018. He reviewed the executive summary, fund balances, expenditures, capital projects and budget capacity. Mr. Lidgard stated that he would forward the publication of "This week in Olympia" (TWIO), a weekly newsletter from the Washington Association of School Administrators that communicates legislative updates, to the board members.

CONSENT AGENDA
Al Schreiber removed consent item 14, Bills and Payroll for discussion.
Chad Lewis made a motion to approve Consent Agenda items, 1-13, listed below. Natalie Hagglund seconded the motion; it was voted on and approved unanimously.

  10. Authorize the Administration to Execute a Contract with GeoTest Services, Inc., for Special Inspections Related to the Construction of the New Stanwood High School and Alternative Learning Center.

  11. Letter of Agreement with the Public School Employees of Stanwood-Camano (PSE) to Reclassify Health Room Assistants, effective January 16, 2019 through August 31, 2020.

  12. Rate of Pay Adjustment for Student Workers.

Al Schreiber stated that voucher #62375 was made to his wife, JoAnne Schreiber.

VOTE
Julie Dean made a motion to approve the Bills and Payroll except voucher #62375. Natalie Hagglund seconded the motion; it was voted on and approved unanimously.

Ken Christoferson made a motion to approve voucher #62375. Chad Lewis seconded the motion; it was voted on and approved. Al Schreiber abstained.

STUDENT ADVISOR REPORT
Shawn Moyer reported that Lincoln Hill High School had a winter social, a pancake breakfast (donations from Stanwood Four-Square Church), Soup-day Fridays (donations by community members), student study sessions and a field trip to the Bellingham Technical College is January 22nd.

Trent Austin reported on Stanwood High School's activities that have been held: Winter Wishes Assembly, student senate meeting, recognition of the varsity Knowledge Bowl Team that was undefeated in regular season matches and will be competing at the regional level. Also, in January, the Martin Luther King, Junior assemblies, the Country Living Expo, a recognition assembly and the Winter Ball will be held.

ITEMS BROUGHT UP BY BOARD MEMBERS
Ken Christoferson enjoyed celebrating the awards' recipients and was excited to see the new high school building activity.

Chad Lewis stated that his favorite part of the board meeting was the energy in the room.

Julie Dean acknowledged the talent in the classrooms and the support of the community.

Natalie Hagglund was grateful for such a special meeting.

Al Schreiber thanked the donors, volunteers and the news media for their support. He also thanked Ryan Ovenell, Principal of Lincoln Hill High School, Lincoln Academy and Saratoga School, for providing alternative learning opportunities for students.

Superintendent Jean Shumate thanked the student advisors and the community for their support.

Al Schreiber adjourned the regular meeting at 7:48 PM.
