MINUTES OF THE NOVEMBER 6, 2018, REGULAR BOARD MEETING

CALL TO ORDER
Julie Dean, Board President, called the meeting to order at 1:00 PM in the Administration & Resource Center Boardroom.

ROLL CALL
Board members in attendance were: Natalie Hagglund, Ken Christoferson, Al Schreiber, Chad Lewis and Julie Dean.

FLAG SALUTE
Julie Dean led the Pledge of Allegiance.

APPROVAL OF AGENDA
Chad Lewis made a motion to approve the Agenda for the November 6, 2018, Regular Board Meeting. Natalie Hagglund seconded the motion; it was voted on and approved unanimously.

APPROVAL OF MINUTES
Ken Christoferson made a motion to approve the Minutes of the October 16, 2018, Regular Board Meeting. Natalie Hagglund seconded the motion; it was voted on and approved unanimously.

Al Schreiber made a motion to approve the Minutes for the October 30, 2018, Special Board Meeting. Natalie Hagglund seconded the motion; it was voted on and approved unanimously.

Natalie Hagglund made a motion to approve the Minutes for the October 30, 2018, Special Board Retreat. Al Schreiber seconded the motion; it was voted on and approved unanimously.

SUPERINTENDENT'S REPORT
Dr. Jean Shumate introduced the following reports:

DONATIONS
Natalie Hagglund presented the following donations:

  1. JoAnn Heichel donated a used trombone, valued at $150.00, to the Stanwood Middle School band program in honor of her brother, Dan Heichel, who played this trombone 50 years ago.
  2. Dorian Photography donated $480.00 to Stanwood Middle School from the fall picture rebates to support student activities.
  3. Nickerson Engineering LLC donated Lego Robotics (EV3 Core Set w/charger, Transformer 10V DC, Lego Mindstorms Education EV# Core Set), valued at $895.58, to Utsalady Elementary for the Lego Robotics program.
  4. Windermere Real Estate donated $500.00 to the Stanwood High School Family, Career and Community Leaders of America (FCCLA) for event expenses.
  5. Port Susan Middle School PTO donated $4,000.00 to Port Susan Middle School Robotics Club to purchase eight (8) Lenova, Think Pad 14'laptops.
  6. The Livestock Master Foundation, Inc. donated $6,000.00 to the Stanwood High School CTE FFA Natural Resources program and the FFA Agriculture (Ag) Mechanics program to support their FFA National Competitions.

LIONS CLUB RECOGNITION
Robert Hascall, Director of Special Services, awarded a Certificate of Achievement to the Stanwood Lions Club for their assistance with the vision and hearing screening for elementary and 7th grade students. Sharon Morrison accepted the award on behalf of the Lions' Club members.

ENROLLMENT
Steve Lidgard, Executive Director of Business Services, reported on the enrollment for the month of November 2018. There were 4,462.30 Full Time Equivalent (FTE) students enrolled, which averaged 113.61 FTE over budget.

CONSENT AGENDA
Chad Lewis removed consent agenda item #14, Personnel Consent Agenda, for discussion.

Ken Christoferson made a motion to approve Consent Agenda items, 1-13, listed below. Al Schreiber seconded the motion; it was voted on and approved unanimously.

  1. Donations.
  2. Stanwood High School Volleyball State Tournament Field Trip, November 15-17, 2018, in Yakima.
  3. First Reading of Revised Students Policy 3210, Nondiscrimination.
  4. Second Reading/Adoption of Community Relations Revised Policy 4210, Regulation of Dangerous Weapons on School Premises.
  5. Second Reading/Adoption of Student Policy 3115, Homeless Students: Enrollment Rights and Services.
  6. Office of Superintendent of Public InstructionComprehensive Low Graduation Grantfor Lincoln Hill High School.
  7. Office of Superintendent of Public InstructionComprehensive Supportfor Lincoln Academy.
  8. Ricoh USA Copier Lease Agreement for Cedarhome Elementary.
  9. 2018-19 Carl Perkins Grant and Assurances.
  10. Memorandum of Understanding with the Work Force Development Center for Youth Apprenticeship - Manufacturing Program.
  11. 2018 Career and Technical Education (CTE) Program Evaluation and 5-Year Plan.
  12. Career and Technical Education Program Re-approval and Course Approvals.
  13. Final Acceptance of the Contract with Charles H. Beresford Company, Inc., for Work Done at Stanwood Middle School, as of October 23, 2018.

DISCUSSION
Chad Lewis inquired about the 1st Quarter Workload Relief. Dr. Shumate responded that it was a negotiated agreement with the Stanwwood-Camano Education Association when class sizes exceed the recommended class size. Al Schreiber asked how athletic coaches were determined and Dr. Shumate responded that the school's athletic directors are responsible.

14. Personnel Consent Agenda.
Ken Christoferson made a motion to approve Consent Agenda item 14, Personnel Consent Agenda. Chad Lew seconded the motion; it was voted on and approved unanimously.

There were no comments.

ITEMS BROUGHT UP BY BOARD MEMBERS
All board members and Dr. Shumate thanked the Lions Club for assisting with the students' hearing and vision screening.

Al Schreiber also thanked Robert Hascall, Director of Special Services, for coordinating the vision and hearing screenings with the Lions Club.

Julie Dean and Natalie Hagglund enjoyed the high school fall play, "The Importance of Being Earnest" by Oscar Wilde.

ADJOURNMENT
Julie Dean adjourned the regular meeting at 1:18 PM.
