MINUTES OF THE AUGUST 20, 2019, REGULAR BOARD MEETING
CALL TO ORDER
Al Schreiber, Board President, called the meeting to order at 6:00 PM in the Administration & Resource Center Boardroom.
ROLL CALL
Board members in attendance were: Natalie Hagglund, Ken Christoferson, Al Schreiber, Chad Lewis and Julie Dean.
FLAG SALUTE
Natalie Hagglund led the Pledge of Allegiance.
APPROVAL OF AGENDA
Julie Dean made a motion to approve the Agenda for the August 20, 2019, Regular Board Meeting.
Natalie Hagglund seconded the motion; it was voted on and approved unanimously.
APPROVAL OF MINUTES
Chad Lewis made a motion to approve the Minutes of the August 6, 2019, Regular Board Meeting. Natalie Hagglund seconded the motion; it was voted on and approved unanimously.
Chad Lewis made a motion to approve the Minutes of the August 6, 2019, Board Retreat Special Meeting Minutes. Natalie Hagglund seconded the motion; it was voted on and approved unanimously.
BUDGET HEARING
Al Schreiber opened the public hearing at 6:03 PM. Steve Lidgard announced the 2019-20 Community Budget Handbook has been published and is available online and hard copies are available at the district office. Mr. Lidgard reviewed the 2019-20 Budget Appropriations and recommended the Board approve Resolution 2018/2019-011, noting this would complete the budget process for the 2019-20 school year. Al Schreiber invited citizens to speak to the Fiscal-Year (FY) 2019-20 Budget. There were no comments from the audience for or against the budget. Al Schreiber closed the public hearing at 6:05 PM.
SUPERINTENDENT'S REPORT
Dr. Jean Shumate introduced the following reports:
DONATIONS
Natalie Hagglund presented the following donations:
- $336.12 from Rain Shadow Properties and Investments for the Art Cart Program at Utsalady Elementary,
- $748.70 from the Lincoln Collective Booster Club to provide transportation and substitute costs for the Lincoln Hill High School June 18th senior trip to Adventura in Woodinville, and
- $372.35 was received from the Stanwood Band Boosters for field trip transportation to Percussion Camp at Central Washington University July 19 and 20.
JULY 2019 FINANCIAL REPORT
Steve Lidgard, Executive Director of Business Services, presented the July 2019 Financial Report. He reviewed the Executive Summary, noting the General Fund ending fund balance for July 2019 is currently $7,033,384.00. He highlighted the Object Summary report (salary and benefits), noting salaries are holding steady at 88.3% of total spending. He shared the new buses (Transportation Fund) are in the state but waiting to be inspected by the State Patrol. Discussion followed, to include methods for reporting fund balance comparison year-to-year to reflect a change in the apportionment payment schedule. Superintendent Shumate added there will be footnotes in the year-end budget report outlining the variances.
CONSENT AGENDA
Chad Lewis made a motion to approve the Consent Agenda. Natalie Hagglund seconded the motion; it was voted on an approved unanimously.
- Donations.
- First Reading of Revised Policy 6100 Revenues from Local, State and Federal Sources.
- Running Start Agreement with Bellingham Technical College.
- Purchase of Classroom Chromebooks and Carts.
- Highly Capable Program and Grant for the 2019-20 School Year.
- Interlocal Agreement with Island County Fire Protection District No. 1 for the Fire Service Training Program. 7. Contracts for Educational Support Services for the 2019-20 School Year, as listed below (a-f):
- BHC Fairfax Hospital, Northwest School of Innovative Learning for Out-of-District Placement.
- Blue Water Behavioral Consulting for Educational Specialist Services.
- Interlocal Agreement with Mount Vernon School District for Visually Impaired Services.
- Salish Sea Deaf School for Out-of-District Placement.
- Children's Services at Sherwood Community Services for Special Education Services.
- Washington State School for the Blind for Visually Impaired Services.
- Cooperative Agreement with the Northwest Educational Services District 189 for the English Language Learner Cooperative.
- School Psychologist Intern Agreement.
- Service Agreement with Leader Services for Medical Billing and Collection Services.
- Memorandum of Understanding with the Northwest Educational Services District 189 to access 2018 Healthy Youth Survey data.
- Resolution No. 2018/2019-011, Adoption of 2019-20 Budget.
- Twin City Elementary School Paving Final Acceptance.
- Stanwood Middle School Seismic Repairs Final Acceptance.
- Letter of Agreement with the Public School Employees of Stanwood-Camano regarding the Classified Staff Hiring Process, effective August 21, 2019 through August 31, 2020.
- Personnel Consent Agenda.
- Approval of Bills.

ITEMS BROUGHT UP BY BOARD MEMBERS
Ken Christoferson shared he is excited summer is wrapping up and the new school year is about to begin. He thanked staff for their time and effort to prepare the budget, and for their diligence and commitment to making sure funds are designated appropriately.
Julie Dean shared she is excited for school to start and for the progress happening at the new high school, adding it will be an incredible learning environment and everyone should be very proud, and extended a thank you to the budget staff for their work on the budget.
Natalie Hagglund extended congratulations to Chad Lewis for his one year anniversary as a board member.
Al Schreiber reflected on all of the projects happening and thanked staff for their work to keep things on track. He thanked those who worked on the budget and expressed appreciation to all staff for the work they do on behalf of the district.
