MINUTES OF THE APRIL 2, 2019, REGULAR BOARD MEETING

CALL TO ORDER
Al Schreiber, Board President, called the meeting to order at 1:00 PM in the Administration & Resource Center Boardroom.

ROLL CALL
Board members in attendance were: Natalie Hagglund, Ken Christoferson, Chad Lewis, Julie Dean, and Al Schreiber.

FLAG SALUTE
Al Schreiber led the Pledge of Allegiance.

APPROVAL OF AGENDA
Natalie Hagglund made a motion to approve the Agenda for the April 2, 2019, Regular Board Meeting. Julie Dean seconded the motion; it was voted on and approved unanimously.

APPROVAL OF MINUTES
Chad Lewis made a motion to approve the Minutes of the March 19, 2019, Regular Board Meeting. Natalie Hagglund seconded the motion; it was voted on and approved unanimously.

SUPERINTENDENT'S REPORT
Dr. Jean Shumate introduced the following reports:

DONATIONS
The donations were presented by Natalie Hagglund, as follows.

  1. The Stanwood-Camano School District received the following transportation donations:
    a) $243.80 from Twin City Elementary PTA for the Kindergarten field trip to the Everett Children's Museum,
    b) $305.99 from Twin City Elementary PTA for the Fourth Grade field trip to the Sparks Museum, Bellingham.
  2. The Stanwood 4A Booster Club donated baseball equipment (one field roll away batting cage, a field protector mesh, turf hitting mats, pitching mats, and pitcher mound cover) valued at $7,063.00 to the Stanwood High School Baseball Program. The Stillaguamish Tribe of Indians provided the grant to purchase the equipment to the Stanwood 4A Booster Club.
  3. The Warm Beach Free Methodist Church donated $3,640.44 to support the Stanwood-Camano School District Food Service Program. The funds will be used to clear up negative balances of students attending schools in town.

ASSET PRESERVATION PROGRAM
Gary Platt presented the Asset Preservation Program Annual Facility Report which covered four schools: Port Susan Middle School, Elger Bay Elementary, Cedarhome Elementary, and Utsalady Elementary. Condition assessment scores were highlighted for all four buildings. It was noted scores are in the mid eighty percent rage and considered good. Mr. Platt highlighted work that has been done over the past few years which has helped stabilize scores. Discussion and questions followed, to include a request for ongoing monitoring of playground conditions. Jean Shumate shared maintenance and custodial staff provide regular playground updates and the risk management pool provides ongoing input and recommendations. Air-handling work and maintenance were also discussed. Ken Christoferson shared the numbers are good and represent a good effort. It was noted this report is submitted to the Office of the Superintendent of Public Instruction after Board approval.

ENROLLMENT
Steve Lidgard, Executive Director of Business Services, provided an enrollment report for April 2019. Current enrollment is 4,442.10 Full Time Equivalent (FTE). He highlighted grades that have gained students and noted it is traditional, for this time of year, to see a drop in high school FTE.

CONSENT AGENDA
Natalie Hagglund pulled consent agenda item #17, Personnel Consent Agenda, for discussion.

Chad Lewis made a motion to approve Consent Agenda items, 1-16 and 18 listed below. Natalie Hagglund seconded the motion; it was voted on and approved unanimously.

DISCUSSION
Natalie Hagglund invited Maureen Stanton to discuss the Personnel Consent Agenda. Maureen introduced Kris Wayland, Cedarhome Elementary's new Elementary Dean of Students. Ms. Wayland shared she is excited to get started in her new role at Cedarhome and thanked the Board.

VOTE
Al Schreiber motioned to approve consent item #17, Personnel Consent Agenda. Natalie Hagglund seconded the motion; it was voted on and approved unanimously.

COMMENTS BY CITIZENS
There were no comments.

ITEMS BROUGHT UP BY BOARD MEMBERS
Natalie Hagglund shared a note, on behalf of a new teacher at Stanwood Elementary, which included appreciation for the principal and school staff and an expression of appreciation for being able to work at Stanwood Elementary.

Julie Dean commented she enjoyed visiting Stanwood High School last week. She shared that after the visit she reflected on the many different experiences students are able to have, and added it is heartwarming to see the great connections that are happening between students and staff.

Ken Christoferson welcomed Chris Hansen to the district and thanked Joy Post for attending tonight's meeting and wished her well. He shared it is nice to see all of the excitement happening around the high school construction project. He noted the earlier assessment report was heartening, adding it is important to remain diligent about maintaining the condition of buildings.

Al Schreiber thanked Cedarhome Elementary staff for all they do (Kris Wayland). He announced the Board would go into a retreat following adjournment of the regular meeting and announced it is open to anyone who would like to attend.
