CALL TO ORDER  
Board President Miranda Evans called the meeting to order at 1:00 p.m.

APPROVAL OF MINUTES
January 17, 2023 Regular Meeting Minutes
Director Natalie Hagglund moved to approve the Minutes for the January 17, 2023 Regular Meeting; seconded by Director Al Schreiber.

RECOGNITION
Board Members and Superintendent Rumbaugh expressed their personal appreciation to Ken Christoferson for his years of service on the board. A plaque was presented to Mr. Christoferson and photos were taken. Mr. Christoferson shared it has been and honor and a privilege to serve and thanked the board for continuing to serve.

SUPERINTENDENT'S REPORTS

  1. Donations
    Superintendent Rumbaugh presented the donations.

  2. Enrollment Report - Deborah Rumbaugh
    Superintendent Rumbaugh presented February enrollment at 4604 Full-Time Equivalent (FTE) students, noting this is an increase of 36 FTE students and that 32 FTE of the increase is due to the recent implementation of the Transitional Kindergarten Program.

    Alternative Learning Experience Annual Report - Ryan Pike
    Principal Ryan Pike walked the board through an update on the Alternative Learning (ALE) Program for Lincoln Hill High School and Saratoga School. Highlights included student enrollment, student to teacher ratio, learning plans, student progress review, how ALE supports goals for academic achievement, and processes for evaluating the program's success.

  3. Equity Update - Ben Gauyan
    Assistant Superintendent of Teaching and Learning Dr Ben Gauyan introduced Estevan Vivanco, Multilingual Learner (MLL) Teacher at Twin City, Cedarhome and Saratoga. Mr. Vivanco highlighted equity work that is happening at Twin City Elementary School, sharing about cross-cultural experiences for students and a 4th and 5th grade student roundtable where students discussed experiences with people treating others differently based on their race/ethnicity. 

  4. Capital Projects Update - Liz Jamieson
    Director of Capital Projects Liz Jamieson updated the board on Bond, Levy (Facilities and Technology), and Capital Projects non-levy fund balances; progress toward closing out capital bond projects at Stanwood High School; 2019-2022 levy projects completed and in progress; and she re-shared a prioritized levy projects list for 2023-2026 developed by the Citizens Advisory Committee.

  5. Policy 5515 Workforce Trauma and Stress Report - Maurene Stanton
    Executive Director of Human Resources Maurene Stanton presented an update on the work taking place to meet the requirements of Board Policy 5515, Workforce Secondary Traumatic Stress. Ms. Stanton shared data from a staff survey on well-being in the workplace and highlighted work of the Wellness Committee to provide staff with strategies to address self-care, boundary setting, and stress management. 

CONSENT AGENDA

President Evans asked if anyone in attendance, in person or virtually, would like to speak to any items on the Consent Agenda and asked board members if they wished to pull and discuss any items. Director Hagglund requested to pull item 3 b) and Director Murry requested to pull item 4. There being no other comments or requests, President Evans asked for a motion to approve Consent Agenda items 1 through 3 a) and 5 through 12; moved by Director Natalie Hagglund; seconded by Director Charlotte Murry.

  1. Approve the Second Reading of Policy 5410 Holidays.

  2. Approve the Second Reading of Policy 6512 Infection Control Program

  3. Approve the Student Field Trips
    a) FFA Poultry Evaluation Team to Moses Lake, Washington, February 10-11, 2023
    b) Cedarhome Elementary 5th Grade Outdoor Education to Camp Orkila, June 7-9, 2023, Orcas Island, Washington.

  4. Approve Teacher John Swanson's request to offer a field trip opportunity to Stanwood High School students to participate in a STEM-based field trip to Iceland in June 2024.

  5. Approve the Contract with Crossroads Weddings and Events to provide the venue for  Senior Prom on May 6, 2023.

  6. Approve the Letter of Intent related to the Operation of the Everett Community College Open Doors Youth Reengagement Program for the 2022-23 school year.

  7. Approve the Contract with Snohomish County Human Services for the Student Support Advocate Program, January 1 through December 31, 2023.

  8. Approve the Memorandum of Understanding with the Stanwood-Camano Education Association regarding an additional release day for certificated staff with special education caseloads to write IEPs.

  9. Approve the Letter of Agreement with the Public School Employees of Stanwood-Camano to allow staff members outside of the Maintenance and Grounds classification to complete maintenance and grounds work during emergency situations. 

  10. Approve the Rate of Pay Adjustment for Activity Workers.

  11. Approve the updated 2022-23 District Office Administrator Salary Schedule to reflect the Assistant Director of Transportation.

  12. Approve the Personnel Report for February 7, 2023

DISCUSSION
Director Hagglund shared she pulled item 3 b) Cedarhome Elementary 5th Grade Outdoor Education to Camp Orkila as the field trip form used was an older version that does not include questions that are on the new form. Director Hagglund noted Cedarhome Elementary has been notified and will redo the form for the next board meeting.

Director Murry shared she pulled item 4 - Approve Teacher John Swanson's request to offer a field trip opportunity to Stanwood High School students to participate in a STEM-based field trip to Iceland in June 2024 - to clarify equity of opportunity. Principal Del Pozo shared this is an opportunity offered by Teacher John Swanson who has taken students on a variety of non-district sponsored field trips; this opportunity is offered to students outside of the school day; there is no discussion about this opportunity in classrooms; and students do their own fundraising.

PUBLIC COMMENT

Citizens wishing to address the Board are asked to submit online requests using the PUBLIC COMMENT link or email [email protected] two hours prior to the board meeting start time. For those attending the meeting in person, request forms are available in the boardroom for submission prior to meeting start time. Citizens who wish to provide documents to board members will hand them with to the Recording Secretary for distribution after the meeting. The Board President will call upon individuals who have requested to speak during the Public Comment section of the agenda. Individuals will state their name for the record and will be allowed three minutes to speak.

There was no public comment.

SCHOOL BOARD DISCUSSION

  1. First Reading, Revised Policy 1220 Board Officers and Duties of Board Members
    The board discussed the Washington Interscholastic Activities Association (WIAA) Representation paragraph removal from Policy 1220. President Evans clarified this is not in WSSDA's model policy (it is district specific) and not a required position. It was noted the Board President's contact info is provided in WIAA's annual membership renewal form to receive WIAA communications.

  2. Board Goals Progress Check
    President Evans facilitated discussion on the board's progress toward 2022-23 short and long term goals. Board members agreed adequate progress is being made in the area of short-term goals and shared they feel they are on he right path to reaching long-term commitments. The goal Board Participation was discussed and it was noted elementary school visits have taken place, middle and high school visits will take place  this spring, and Chat with a Board member events for the community, to be held at schools, have been set. The Board discussed adding an Equity specific component to the Board's goals; this will be incorporated and brought forward for discussion at a future meeting.

  3. Proposed Director Area Redistricting (2020 Census)
    Executive Director of Business Services Ruth Floyd provided background around school board director re-districting as a result of the 2020 Consensus. Proposed maps were reviewed and there was consensus to move forward with Phase 3 which is a public hearing and a resolution adoption.

  4. Book Study, Marc Brackett, Permission to Feel, Chapters 7-8
    Superintendent Rumbaugh facilitated the book study discussion. Board members shared what stood out to them in Chapters 7 and 8.

ITEMS BROUGHT UP BY BOARD MEMBERS

Director Hagglund commented  she enjoyed attending Stanwood High’s Hi-Q match and was impressed they took second place, missing first place by only one point. Director Hagglund commented she is looking forward to attending the upcoming educational equity training offered by the Washington State School Directors’ Association (WSSDA).

Director Bayes commented she appreciated tonight’s report on Alternative Learning and hearing about the program. Director Bayes shared she appreciated the Equity report and hearing about the story of José Hernández from the book The Boy Who Touched the Stars.

Director Schreiber thanked the donor who was presented earlier, expressed appreciation for  tonight’s reports and the work happening in the areas of Equity, ALE, Capital Projects, and Staff Wellness; he thanked Ken Christoferson for his 20 plus years of service on the School Board. Director Schreiber shared he is looking forward to sports teams’ competitions.

Director Murry commented she is grateful for the opportunity to sign up for WSSDA’s upcoming  equity classes; she thanked those who gave reports, adding she appreciates hearing about what the district is doing to support staff in their wellness; and shared she is excited to see how sports teams will do going into finals.

Director Evans commented she appreciates the effort that was made to apply and receive a grant to support staff wellness; she noted this is a busy time of year with school events and reflected on the wrestling event that took place at Stanwood High School last weekend and the number of people who attended; she added this was a great opportunity for the community to see the new building.
