MINUTES OF THE FEBRUARY 19, 2019, REGULAR BOARD MEETING

CALL TO ORDER
Al Schreiber, Board President, called the meeting to order at 6:00 PM in the Administration & Resource Center Boardroom.

ROLL CALL
Board members in attendance were: Natalie Hagglund, Ken Christoferson, Chad Lewis, Julie Dean, and Al Schreiber. Trent Austin and Shawn Moyer, Student Advisors, were also present.

FLAG SALUTE
Shawn Moyer, Student Advisor, led the Pledge of Allegiance.

APPROVAL OF AGENDA
Ken Christoferson made a motion to approve the Agenda for the February 19, 2019, Regular Board Meeting. Julie Dean seconded the motion; it was voted on and approved unanimously.

APPROVAL OF MINUTES
Chad Lewis made a motion to approve the Minutes of the January 15, 2018, Regular Board Meeting. Julie Dean seconded the motion; it was voted on and approved unanimously.

SUPERINTENDENT’S REPORT
Dr. Jean Shumate introduced the following reports:

DONATIONS
The donations were presented by the student advisors, as follows.

  1. The Stanwood-Camano School District received the following transportation donations:
  2. $201.14 from Utsalady Booster Club for Utsalady Elementary 5th grade field trip to Harvey Creek Fish Hatchery and $158.48 for the Fusion Choir trip to Elger Bay Elementary,
  3. $241.35 from Cedarhome Elementary PTO for Cedarhome Elementary 5th grade field trip to Harvey Creek Fish Hatchery,
  4. $212.10 from Elger Bay Elementary PTA for the Fusion Choir trip to Utsalady Elementary,
  5. $2,320.87 from Stanwood Booster Club, Sports Account, for the Stanwood High School Wrestling Team Tournament in Othello,.
  6. Utsalady Booster Club donated $2,763.88 to the Stanwood-Camano School District for 3 teacher stipends for the Robotics League (STEM Club), Eagle Enrichment Program at Utsalady Elementary and $10,000 for 42 Chromebook computers, made possible from the Stillaguamish Tribe of Indians Education Grant,
  7. Mario Mendez donated a GP Percussion Tunable-Tom Drum Set with stand, a Percussion Table, and a Vic Firth Soundpower Bass Drum Mallet, value $455.66 and other percussion items (cymbals, triangle, gong mallet, Latin Shake-It, and chimes) value $225.63.
  8. Firefly Images donated $488.00 from rebate photo sales to Twin City Elementary.
  9. General Mills, Box Tops for Education, donated $165.30 to Port Susan Middle School and $902.30 to Utsalady Elementary.

FEBRUARY ENROLLMENT
Steve Lidgard, Executive Director of Business Services, reported on the enrollment for the month of February 2019. There were 4,459.81 Full Time Equivalent (FTE) students enrolled, which averaged 106.49 FTE above the projected enrollment.

FINANCIAL REPORT FOR DECEMBER 2018
Steve Lidgard gave the Financial Report for the month of December 2018. He noted that the second and final bond sale, approved by the voters in February 2017 for the new high school complex, was included and the transaction of the first payment on the original sale of bonds was completed. The general fund balance reflects the actual costs including the bargaining agreements with the Stanwood-Camano Education Association and the Public School Employees.

FINANCIAL REPORT FOR JANUARY 2019
Mr. Lidgard’s report on the financial statements for January included the general fund balance and the executive summary. January’s report reflected the actual enrollment from the Office of the Superintendent of Public Instruction (OSPI), for the first five months of the school year.

RECESS
Al Schreiber recessed the Regular Board Meeting at 6:35 PM to allow the audience to exit. The meeting was reconvened at 6:40 PM.

SCHOOL CALENDAR
Maurene Stanton and Jean Shumate discussed the options for students and staff that need to make-up instructional hours, due to the school days that were missed, caused by snow conditions ( 7 snow-days and 1 late start). A “state of emergency” was declared by the governor, which allows the district to apply for waiver days. At this time, the district calendar was not available.

Dr. Shumate explained the process to determine the school schedule for days that are weather related. Lisa Orton, Director of Transportation, reports the road conditions, in conjunction with the Island and Snohomish County Public Works Department and the ability to safely transport students and staff. Decisions and communications are made between 3:00 and 5:00 AM.

STUDENT ADVISOR REPORT
Shawn Moyer stated that the Stanwood Camano Area Foundation (SCAF) awards' breakfast, on February 22, will be assisted with the student volunteers from Lincoln Hill High School. On March 9th students will take a field trip to the Bellingham Technical College.

Trent Austin said that Stanwood High School had a Student Senate meeting January 23 and the first semester Recognition Assembly was held on January 24th. The Country Living Expo, available to the public, was held on January 26 and the Winter Ball was February 2nd. The Stanwood High School choir would present "Singing Valentines" on February 22 and the blood drive would be held in May.

Natalie Hagglund thanked the staff and city workers for taking care of business during the snow storm.

Julie Dean was glad to be back to a routine and she enjoyed the awards.

Chad Lewis said he appreciated Jean Shumate's leadership and attention to detail.

Ken Christoferson said that it was nice to see the new high school construction site changing, rapidly, and he praised Dr. Shumate for all of her hard work.
