MINUTES OF THE MARCH 3, 2020, REGULAR BOARD MEETING
CALL TO ORDER
Natalie Hagglund called the meeting to order at 1:00 PM in the Administration & Resource Center Boardroom.
ROLL CALL
Board members present: Natalie Hagglund, Ken Christoferson, Miranda Evans, Charlotte Murry, Al Schreiber
FLAG SALUTE
Natalie Hagglund led the Pledge of Allegiance.
APPROVAL OF AGENDA
Al Schreiber made a motion to approve the Agenda for the March 3, 2020 Regular Board Meeting. Miranda Evans seconded the motion; it was voted on and approved unanimously.
APPROVAL OF MINUTES
Natalie Hagglund moved to approve the Minutes for the February 18, 2020 Regular Board Meeting and called for any corrections. Charlotte Murry requested correction of her name spelling (under Discussion).
Charlotte Murry made a motion to approve the Minutes for the February 18, 2020 Regular Board Meeting, as corrected. Miranda Evans seconded the motion; it was voted on and approved. Al Schreiber and Ken Christoferson abstained from voting.
Miranda Evans made a motion to approve the Minutes for the February 18, 2020 Board Retreat. Charlotte Murry seconded the motion; it was voted on and approved. Al Schreiber and Ken Christoferson abstained from voting.
SUPERINTENDENT'S REPORT
Dr. Jean Shumate introduced the following reports:
DONATIONS
The donations were presented by Ken Christoferson as follows:
The Stanwood-Camano School District received the following donations:
- $1,185.66 from Cedarhome Elementary PTO to cover transportation costs for the Fourth Grade field trip to the State Capitol on January 28th,
- $739.83 from the Utsalady Booster Club to provide payment for Eagle Enrichment stipends for Richard Crouch (January 2020 Talent Show) and Julie Wheeler (Bottle Cap Art, November and December 2019),
- $405.90 from the Stanwood High School Sports Boosters to cover transportation to the Girls Wrestling Team Tournament in Kelso, January 10th through 11th,
- $308.61 from Skagit Symphony to cover transportation costs for Twin City Elementary's Fifth Grade field trip to the McIntyre Hall Performing Arts Center, January 23rd, and
- $272.58 was received from the Twin City Elementary PTA to cover transportation costs for the Third Grade field trip to the Sparks Museum on January 30th.
STUDENT SUPPORT ADVOCATES
Dr. Lloy Schaaf, Assistant Superintendent of Teaching and Learning, provided history on the grant received from Snohomish County Human Services and how it supports the work of Student Support Advocates; she introduced Azra Grudic and Bethany Mcdermott. Ms. Grudic supports Lincoln Hill High School, Stanwood High School and Port Susan Middle School; Ms. Mcdermott, Stanwood Middle School, Twin City Elementary, and Cedarhome Elementary. Each shared in detail the work they do as Student Support Advocates to identify students in need and connect students and families with relevant services.
CAPITAL PROJECTS
Liz Jamieson and Vicki Cargile, Capital Projects Director and Capital Projects Manager; respectively, reviewed updated change orders for the new Stanwood High School, Church Creek Campus, and Maintenance and Transportation Center. Ms. Jamieson noted on average there are 100 workers on site at the high school on any given work day; outside and interior work is progressing well; and, Capital Projects staff is currently working with principals on furniture, fixtures and equipment (FF&E).
ENROLLMENT
Steve Lidgard, Executive Director of Business Services, reported on enrollment for February 2020. There are 4,610.51 Full-Time Equivalent (FTE) students enrolled, which averages 180.51 over budgeted FTE.
CONSENT AGENDA
Ken Christoferson made a motion to approve Consent Agenda items #1-9, as listed below. Miranda Evans seconded the motion; it was voted on and approved unanimously.
- Approval of Donations
- Approval of Stanwood High School Future Business Leaders of America (FBLA) Field Trip to Spokane, Washington, April 8-11, 2020, for the FBLA State Competition.
- Approval for Claudia Holum, German Language teacher at Stanwood High School, to solicit students to participate in an Educational Field Trip to Germany and Austria, Summer 2021.
- Approval of the First Reading of New Policy 3423 Parental Administration of Marijuana for Medical Purposes.
- Approval of the contract with Snohomish County Human Services for the Student Support Advocate Program, January 1, 2020 through December 31, 2020.
- Approval of the Replacement of Boilers and Taco Pumps at Utsalady Elementary School.
- Approval of the Snohomish County Public Utility District Electrical Distribution Easement Agreement for the New Church Creek Campus site.
- Approval to Authorize Furniture, Fixtures, and Equipment (FF&E) Purchases
- Approval of the Personnel Consent Agenda.

ITEMS BROUGHT UP BY BOARD MEMBERS
Ken Christoferson shared he found the Student Support Advocates'reports enlightening, noting there is a lot of need in the community and anything the district can do to meet some of those needs is important. Mr. Christoferson extended a thank you for requesting this grant to help the community.
Natalie Hagglund expressed appreciation to parents who are keeping sick kids home; to employees who are staying home when they are ill; and, for all that is going into keeping staff and families informed.
Jean Shumate shared updates will continue to be provided on a daily basis as information is received from county health departments.
ADJOURNMENT
Natalie Hagglund adjourned the regular meeting at 1:33 PM.
The Board proceeded to the Curriculum Training Room to meet in a Board Retreat to discuss the topics listed below (see Special Meeting Minutes for March 3, 2020).
