BOARD OF DIRECTORS
MINUTES OF THE JUNE 4, 2019, REGULAR BOARD MEETING

CALL TO ORDER
Al Schreiber, Board President, called the meeting to order at 1:00 PM in the Administration & Resource Center Boardroom.

ROLL CALL
Board members in attendance were: Natalie Hagglund, Ken Christoferson, Julie Dean, and Al Schreiber. Chad Lewis was absent (excused).

FLAG SALUTE
The flag was retrieved from storage and Al Schreiber led the Pledge of Allegiance.

APPROVAL OF AGENDA
Natalie Hagglund made a motion to approve the Agenda for the June 4, 2019, Regular Board Meeting. Julie Dean seconded the motion; it was voted on and approved unanimously.

APPROVAL OF MINUTES
Ken Christoferson made a motion to approve the Minutes of the May 21, 2019, Regular Board Meeting. Natalie Hagglund seconded the motion; it was voted on and approved unanimously.

SUPERINTENDENT'S REPORT
Dr. Jean Shumate introduced the following reports:

DONATIONS
The donations were presented by Natalie Hagglund, as follows.

  1. The Stanwood-Camano School District received the following transportation donations:
    • $407.08 from the Cedarhome Elementary PTO for Cedarhome Elementary School's Choir Tour of Stanwood and field trip to Skagit Valley College,
    • $232.82 from the Stanwood Elementary PTO for Stanwood Elementary School's Honor Choir trip to the Everett Civic Auditorium, and
    • $334.04 was received from Elger Bay Elementary PTA for the Elger Bay Elementary third grade field trip to visit Whatcom Museum.
  2. Teri Swarner of Camano Island donated $500.00 to the Future Business Leaders of AmericaASB Program at Stanwood High School to help with the cost of attending competitions.
  3. Rick H. Merrill for KRKO AM Radio donated $500.00 in recognition of Twin City Elementary School's Teacher of the Month, Cheryl Anderton.Funds will be used for classroom supplies for Mrs. Anderton's class.
  4. The Washington FFA Association donated $44,087.51 in equipment and supplies to the Stanwood School District to support the integration of the Curriculum for Agriculture Science Education program into the school district's existing Animal and Plant Science programs.

CAPITAL PROJECTS UPDATE
Gary Platt, Chief Financial Officer of Capital Projects, presented a fund use update and noted the construction manager position has been filled. Liz Jamieson, Director of Capital Projects, followed with updates on progress at the new Stanwood High School site; Church Creek Campus (aka Alternative Learning Center); and, Maintenance and Technology Center. Ms. Jamieson shared bid opening for the Maintenance and Technology Center is scheduled to take place on June 11 at the Administration & Resource Center. Updates followed on Facilities and Technology Levy projects, including seismic work at Stanwood Middle School and paving at Twin City Elementary; fire alarm system replacement at three elementary schools; and, planning for playground safety updates at Cedarhome, Elger Bay, and Utsalady Elementary Schools.

ENROLLMENT
Steve Lidgard, Executive Director of Business Services, reported on enrollment for the month of June 2019. Mr. Lidgard shared June 2019 FTE (students enrolled) is at 4,454.99, which averages 93.99 over budgeted FTE for the school year.

CONSENT AGENDA
Julie Dean made a motion to approve Consent Agenda items, 1-13, listed below. Natalie Hagglund seconded the motion; it was voted on and approved unanimously.

  1. Donations.

  2. Stanwood High School Football Team Field Trip June 7-9, 2019, to Warm Beach Camp, Stanwood, Washington.

  3. Cedarhome Elementary Outdoor Education Field Trip, June 3 through 5, 2019, Camp Orkila, Orcas Island, Washington.

  4. Stanwood-Camano Building Administrators Agreement for 2019-22 and Salary Schedule for 2019-20.

  5. Stanwood-Camano District Level Administrators Salary Schedule for 2019-20.

  6. Stanwood-Camano Non-Represented Office Employees Salary Schedule for 2019-20.

  7. Letter of Agreement, effective June 4, 2019, through August 31, 2020, between the Stanwood-Camano School District and the Public School Employees of Stanwood-Camano.

  8. Association of Educational Service Districts Accreditation Contract for Lincoln Hill High School.

  9. Resolution 2018/19-010 Delegating Authority to Washington Interscholastic Activities Association (WIAA) for the 2019/20 School Year.

  10. Data Processing Agreement with Washington School Information Processing Cooperative (WSIPC) and School Data Solutions (SDS).

  11. Fire Alarm Replacement Systems at Stanwood, Twin City, and Cedarhome Elementary Schools.

  12. Snohomish County Public Utility District Distribution Easement on the New Stanwood High School site.

  13. Personnel Consent Agenda.

COMMENTS BY CITIZENS
There were no comments.

ITEMS BROUGHT UP BY BOARD MEMBERS
Ken Christoferson shared he looks forward to upcoming graduation events and sharing in the celebration of graduates and their achievements. Mr. Christenson shared he is hearing great comments regarding the construction project.

Julie Dean shared she is excited about upcoming graduation events, and thanked Natalie Hagglund for her involvement in the planning of Scholarship Night.

Natalie Hagglund shared over $223,000.00 in scholarships were awarded to students in the Stanwood-Camano School District.

Al Schreiber thanked Dr. Shumate for the work she and her team are doing and thanked Natalie Hagglund for her work with the Foundation. Mr. Schreiber welcomed Miranda Evans, who was attending the meeting.

Dr. Shumate expressed appreciation to Natalie Hagglund for her work on organizing Scholarship Night, adding it was an extremely organized and successful event. Dr. Shumate shared Cedarhome Elementary, Elger Bay Elementary and Port Susan Middle School will be heading to Olympia next week to receive recognition for growth in the Washington School Improvement Frameworks. Growth includes demonstrating improvement among student groups identified for support and narrowing the achievement gap. Dr. Shumate shared she is looking forward to this afternoon's event at Stanwood Middle School to honor this year's retirees.
