BOARD OF DIRECTORS
MINUTES OF THE NOVEMBER 19, 2019, REGULAR BOARD MEETING

CALL TO ORDER
Natalie Hagglund called the meeting to order at 6:08 PM in the Administration & Resource Center Boardroom.

ROLL CALL
Board members present: Al Schreiber, Natalie Hagglund, and Ken Christoferson
Absent: Julie Dean (Excused)
(Resigned, effective October 30. 2019: Chad Lewis)

Student Jonathan Hagglund led the Pledge of Allegiance.

APPROVAL OF AGENDA
Ken Christoferson made a motion to approve the Agenda for the November 19, 2019, Regular Board Meeting. Al Schreiber seconded the motion; it was voted on and approved unanimously.

APPROVAL OF MINUTES
Al Schreiber made a motion to approve the Minutes of the November 5, 2019, Regular Board Meeting. Ken Christoferson seconded the motion; it was voted on and approved unanimously.

SUPERINTENDENT'S REPORT
Dr. Jean Shumate introduced the following reports:

DONATIONS
The donations were presented by student advisors Jacob Platt and Aleena Wiegand as follows:

The Stanwood-Camano School District received the following donations:

  1. The Utsalady Booster Club donated $8,867.03 in book fair proceeds to the Utsalady Elementary K-5 Library,

  2. The Patrons of Academic Learning and Sciences (PALS) made the following donations:

    1. $3,325.00 to Stanwood High School to help fund Science Bowl for the 2019-2020 school year and following school years,
    2. $317.08 to the Stanwood Middle School Associated Student Body to help fund the startup cost of a remote control robotics submersible club; and,
    3. $1,501.48 to Port Susan Middle School to promote student scientific learning.

  3. Ohiopyle Prints, Incorporated, donated $125.71 to Stanwood High School for the 2020 Graduation Celebration of Excellence, and

  4. Ella Blackwood donated new and used books valued at $198.57 to the Lincoln Hill High School Library.

AWARDS

  1. Shining Star Awards were presented by Principals Staci Lauinger and Tod Klundt,respectively, to Peyton Calkins, Fifth Grade, Stanwood Elementary, and Mackenzie Mase, Eighth Grade, Stanwood Middle School.

  2. Employee Awards for the Month of October were presented by Maurene Stanton, Executive Director Human Resources, to Brian Wallis, Teacher of the Month, Stanwood High School, and Marilou (Lulu) Gaylen, Classified Employee of the Month, Stanwood Elementary School.

  3. Volunteer Service Awards were presented by Maurene Stanton to Lindsay Kangas, Stanwood Elementary, and Jenni Christensen, Stanwood Middle School.

  4. Para Educator Recognition - Maurene Stanton introduced Para-Educators Sandy Pitzler, Mikel Pitzler, Alyson Riggan, Janet Preo, and Stephanie Butts. The group was recognized for completing the Washington State Professional Educator Standards Board Pilot Program for the Fundamental Course of Study:

  5. Maurene Stanton shared that Lynn Devora-McNabb was unable to attend tonight's meeting and the district looks forward to recognizing her at a future meeting.

Students and staff that were recognized received a Certificate of Achievement/Recognition and congratulated by the Board.

RECESS
Natalie Hagglund recessed the meeting at 6:50 PM for approximately five minutes to allow guests to leave.

Natalie Hagglund reconvened the regular meeting at 6:57 pm.

FINANCIAL REPORT
Steve Lidgard, Executive Director of Business Services, presented in detail the financial reports for August and September. He noted the August report is also the 2018-19 year-end financial report. The Budget Status Report Ending Fund Balance for both months was reviewed. The Total Ending Fund Balance for August was $7,933,056.77, an increase over last year. Mr. Lidgard reviewed the additional revenue sources that contributed to the increase, which included higher enrollment and additional state and federal funds. August 2019 Salary and Benefits were reported at 88.2 percent of spending; Materials, Supplies and Operating Costs (MSOCs), 11.8 percent. Mr. Lidgard noted the Ending Fund Balance for the 2018-19 fiscal year rolls over as the Beginning Fund Balance for 2019-20. For September, Salary and Benefits were 88.9 percent of spending; Materials, Supplies and Operating Costs (MSOCs), 11.1 percent.

CONSENT AGENDA
Ken Christoferson motioned to approve Consent Agenda items 1-9. Al Schreiber seconded the motion; it was voted on and approved unanimously.

  1. Donations.
  2. John Restrepo, Stanwood High School Foreign Language Teacher, to Solicit Students for the Spain and France Field Trip, June/July 2020.
  3. First Reading of Policy 3207 Prohibition of Harassment, Intimidation, and Bullying.
  4. Resolution 2019/2020-002, Certification of Excess Property Taxes for 2020.
  5. Resolution 2019/2020-003, Authorizing Persons Newly Elected to the Stanwood-Camano School District Board of Directors to attend the Annual Washington State School Directors' Association (WSSDA) Conference, November 21-24, 2019.
  6. Addendum Correcting a Clerical Error in the Superintendent's Contract.
  7. Agreement for Bargaining Services between Stanwood-Camano School District and Patterson Buchanan Fobes & Leitch, January 1, 2020 - December 31, 2021.

There were no comments.

STUDENT ADVISOR REPORT
Jacob Platt reported conferences are November 21 and 22 and about half of the student population have scheduled conferences; a Veteran's Day Assembly was held and the Quilt of Valor, presented every year by the community to a Veteran, was presented to Deputy Bud McCurry; a Hope Against Hunger Breakfast was held in early November to benefit the Food Bank; Lincoln Hill High School (LHHS) leadership students will attend a leadership conference with Stanwood High School students; and LHHS students recently went on a tour of the Bellingham Technical College.

Aleena Wiegand reported Homecoming was a success, including the parade on October 18 and dance on October 19; the play Charlotte's Web was a success and many people thought Avery was the best character; a Veteran's Day Assembly was held; and Hi-Q had their first practice match and won. Upcoming November events include a Blood Drive, Student Senate Meeting, Student Conferences, and Thanksgiving Break. For December, the Winter Wishes Assembly and Winter Holiday Choir Concert are on December 19.

ITEMS BROUGHT UP BY BOARD MEMBERS
Al Schreiber shared he was able to attend a few Veteran's Day assemblies at schools, including the assembly at Lincoln Hill High School, adding it was very moving and well done. He congratulated students and staff on their awards.

Ken Christoferson congratulated all who received recognition and expressed appreciation for all of the work people do on behalf of the district, adding a lot of people do a lot of good things and our students and district benefit.

Natalie Hagglund shared Julie Dean was unable to attend tonight's board meeting and, as this is her last meeting as a Board Member, she will be deeply missed. Ms. Hagglund shared the Board looks forward to welcoming new Board Members at the December 3rd meeting. It was noted the next two meetings in December (3 and 17) are at 1:00 PM.
