MINUTES

CALL TO ORDER
Board President Natalie Hagglund called the meeting to order at 1:00 PM.

APPROVAL OF AGENDA
President Hagglund motioned to amend the Agenda for the November 1, 2022 Regular Board Meeting to pull the Minutes for the October 18, 2022 Regular Board Meeting for placement on the next regular meeting agenda. Director Al Schreiber moved to approve the Amended Agenda for the November 1, 2022 Regular Board Meeting; seconded by Director Charlotte Murry.

SUPERINTENDENT'S REPORTS

1. Technology Update - Ryan Ovenell
Deputy Superintendent Ryan Ovenell presented information on device planning for students and staff, and on steps for improved network and infrastructure and wifi access to families. Discussion followed, including a request from Director Murry to receive information on which areas will remain without internet access for families in spite of access improvements.

2. Special Services Update - Robert Hascall
Special Services Executive Director Robert Hascall presented data on McKinney-Vento/Foster Youth served by the district and special education enrollment trends; he shared information on IEP compliance and inclusionary practices and health services. Discussion followed.

CONSENT AGENDA

President Hagglund offered the board and public an opportunity to pull and/or speak to any items on the Consent Agenda. There being none, Director Ken Christoferson moved to approve Consent Agenda items 1 through 4; seconded by Director Al Schreiber.

1. Approval of Stanwood High School Field Trips as listed below:
a. WIAA State Tournament - Cross Country, November 3-5, 2022, Pasco, WA
b. WIAA State Meet - Girls Swim, November 10-12, 2022, Federal Way, WA
c. WIAA State Tournament - Volleyball, November 16-19, 2022, Yakima, WA
d. WIAA State Tournament - Girls Soccer, November 17-19, 2022, Puyallup, WA
e. WIAA State Tournament - Football, possible travel dates between November 10 and December 4, 2022, location to be determined.

2. Approve the Updated 2022-23 District Office Administrator Salary Schedule.

3. Approve the 2022-23 Letter of Agreement with the Public School Employees of Stanwood-Camano (PSE) regarding paraeducator substitute shortage process for buildings and departments.

4. Approval of the Personnel Consent Agenda for November 1, 2022.

PUBLIC COMMENT

Citizens wishing to address the Board are asked to submit online requests using the PUBLIC COMMENT link or email [email protected] two hours prior to the board meeting start time. For those attending the meeting in person, request forms are available in the boardroom for submission prior to meeting start time. Citizens who wish to provide documents to board members will hand them with to the Recording Secretary for distribution after the meeting. The Board President will call upon individuals who have requested to speak during the Public Comment section of the agenda. Individuals will state their name for the record and will be allowed three minutes to speak.

There was no public comment.

SCHOOL BOARD DISCUSSION
1. School Board Goals

President Hagglund provided a copy of the 2022-23 Board Goals document to board members and noted it is posted on the website under the School Board tab. Board members expressed they are comfortable with the document as written and appreciate that it can be modified as needed.

ITEMS BROUGHT UP BY BOARD MEMBERS

Director Schreiber thanked Ryan Ovenell and Robert Hascall for their comprehensive reports and department staff for their work to move these areas forward.

Director Murry shared she is excited to see sports groups participating in post season activities; she thanked Robert Hascall for his Special Service report which also included addressing IEP issues; and she thanked Ryan Ovenell for the technology update. Director Murry provided details regarding her attendance at the Washington State School Directors' Association (WSSDA) General Assembly, adding it was a good session and well attended and she looks forward to seeing other districts' top ten priorities as an overall WSSDA initiative going into the next legislative session.

Director Christoferson thanked Director Murry for taking on the role as the board's Legislative Rep and the work that goes along with it; he thanked Ryan Ovenell for the Technology update and added he looks for to receiving information on a plan to overcome shortages. Director Christoferson thanked Robert Hascall for his report and the work that is taking place to make sure our schools are open to everyone, adding this is a critical component of what we are as a school district and he thanked everyone for their work in this regard. Director Christoferson noted staff on the personnel consent agenda who are traveling for post season events, adding this is upbeat for the community and the district and should be celebrated.

Director Hagglund reminded the board to edit their profile for the website; she noted the board has received information in preparation for attending the upcoming WSSDA conference; and she shared it is exciting to be in November already and approaching the end of the first quarter.

Superintendent Rumbaugh echoed Director Christoferson's comments highlighting the district's efforts to ensure all students are learning alongside their peers and she thanked Robert Hascall and his team for their work in this area.

Director Hagglund shared she and Director Christoferson held Chat with a Board Member events in October and highlighted remaining events for November. Director Hagglund shared she is excited about these opportunities to be present for the community:

November 1 with Director Murry at Elger Bay Elementary, 6 PM
November 3 with Director Schreiber at Stanwood Elementary, 6 PM
November 8 with Director Evans at Utsalady Elementary, 6 PM
