BOARD OF DIRECTORS
MINUTES OF THE JULY 2, 2019, REGULAR BOARD MEETING

CALL TO ORDER
Al Schreiber, Board President, called the meeting to order at 1:00 PM in the Administration & Resource Center Boardroom.

ROLL CALL
Board members in attendance were: Natalie Hagglund, Ken Christoferson, Al Schreiber, Chad Lewis and Julie Dean.

FLAG SALUTE
Mark Carter, Director of Student Services and Safety effective July 10, 2019, led the Pledge of Allegiance.

APPROVAL OF AGENDA
Natalie Hagglund made a motion to approve the Agenda for the July 2, 2019, Regular Board Meeting. Julie Dean seconded the motion; it was voted on and approved unanimously.

APPROVAL OF MINUTES
Natalie Hagglund made a motion to approve the Minutes of the June 18, 2019, Regular Board Meeting. Julie Dean seconded the motion; it was voted on and approved unanimously.

SUPERINTENDENT'S REPORT
Dr. Jean Shumate introduced the following reports:

DONATIONS
Natalie Haggland presented the following donations:

  1. The Stanwood-Camano School District received the following transportation donations:
    1. a. $895.85 from the Friends of Camano Island Parks for Stanwood, Elger Bay, and Utsalady Elementary Schools' field trips to Camano Island State Park,
    2. a combined total of $3,855.82 from Cedarhome Elementary PTO for field trips to Padilla Bay (3rd grade), Hibulb Cultural Center (4th grade), Pacific Science Center (2nd grade), Birch Bay (Crossing Guards), Kayak Point State Park (Kindergarten), Camp Orkila (5th Grade Outdoor Ed), and Camano Island State Park (1st grade).
    3. a combined total of $701.00 from Elger Bay Elementary PTA for Elger Bay's Fusion Choir Concert at Utsalady Elementary and 5th grade Outdoor Ed at Camp Orkila,
    4. $218.16 from the Stillaguamish Tribe of Indians for Twin City's “Beach Watchers” trip to Kayak Point State Park,
    5. $241.35 from Stanwood Elementary for field trips to the District Office for the Bug Man Exhibit (2nd grade) and Iverson Beach (4th grade),
    6. a combined total of $2,271.20 was received from the Utsalady Booster Club for field trips to the Pacific Science Center (1st grade); Whatcom Museum (4th grade), Woodland Park Zoo (ASSIST and 3rd grade), Elger Bay Elementary (Fusion Choir), Padilla Bay (Kindergarten), and MOHAI Museum (4th grade), and
    7. a combined total of $2,017.20 was received from Twin City Elementary for field trips to Camp Seymour (5th grade Outdoor Ed), Birch Bay (Crossing Guards), Fort Casey (Hi-Cap), Pacific Science Center (2nd grade), and Kayak Point State Park (Kindergarten).
  2. Keystone Consolidated Industries donated $325.00 to Stanwood High School to help with FFA state and national competition costs and other student-related expenses.

  3. Utsalady Elementary donated $2,215.46 to cover stipends for Utsalady Elementary's Spring Robotics activities and the Garden Club.

CAMALOCH LASSIES 9-HOLE GOLF CLUB
Chad Lewis shared the Camaloch Lassies 9-Hole Golf Club recently held their annual fundraising event and raised $6,252.00 for Stanwood-Camano School District students in need. On behalf of the Lassies 9-Hole Golf Club, Carol Ann DeCoster and Sandy Gascoigne presented Superintendent Shumate with a check for $6,252.00.

TRANSPORTATION SAFETY RECOGNITION
Superintendent Shumate shared a letter signed by Chris Reykdal, Superintendent of Public Instruction, and Chief John Batiste, Washington State Patrol, commending the Stanwood-Camano School District for achieving outstanding school bus inspection results again this school year.

BUDGET UPDATE
Steve Lidgard, Executive Director of Business Services provided a detailed update on the 2019-20 budget process and noted a draft budget will be available to the public by July 10. Mr. Lidgard noted adjustments may be made between now and August 20 when the budget is presented to the Board. A Fiscal Year 2019-20 Budget Summary for the Capital Projects Fund, Debt Service Fund, Associated Student Body Fund, and Transportation Vehicle Fund was presented. Projected enrollment and staff counts were reviewed. Enrollment for 2019-20 is projected at 4,539 and it was noted Kindergarten enrollment is an unknown. Certificated staffing is listed at 304.55 and it was noted this will be adjusted. Mr. Lidgard added the recently hired Director of Student Services and Safety was budgeted as certificated but hired as a classified position, and there is a placeholder for certificated FTE for any K-3 ratio hires and possible middle school hire. Mr. Lidgard shared a draft budget will be sent to the Northwest Educational Services District 189 (NWESD 189) for review, and he will update the Board when the first draft goes to the NWESD 189.

CONSENT AGENDA
Natalie Hagglund removed the Personnel Consent Agenda for discussion.

Chad Lewis made a motion to approve Consent Agenda items, 1-6, listed below. Natalie Hagglund seconded the motion; it was voted on and approved unanimously.

  1. Donations
  2. Stanwood High School Percussion Studio Field Trip to the Sounds of Summer Marching Percussion Camp, Central Washington University, July 19 through 20, 2019.
  3. First Reading of Updated Policy 3241, Student Discipline.
  4. State Required District-wide Performance Improvement Goals for the Measures Included in the Washington School Improvement Framework.
  5. Interlocal Agreement with Sno-Isle Skills Center.
  6. Rate of Pay for School Resource Officer's Supervision at Special Events.

DISCUSSION
Maurene Stanton introduced Mark Carter, newly hired Director of Student Services and Safety. Ms. Stanton shared about Mr. Carter's previous employment as a police officer for the Everett Police Department, detective, SWAT team member and, most recently, as a School Resource Officer (SRO) for the Mukilteo and Everett school districts.

VOTE
Julie Dean made a motion to approve Consent Agenda item #7, Personnel Consent Agenda.
Chad Lewis seconded the motion; it was voted on and approved unanimously.

COMMENTS BY CITIZENS
There were no comments.

ITEMS BROUGHT UP BY BOARD MEMBERS
Ken Christoferson expressed appreciation for the budget update; he welcomed Mark Carter to the district and commented on the experience Mr. Carter will bring to the district in support of students and safety; and shared he enjoyed all of the graduation events.

Chad Lewis commented it is good to have Mark Carter as part of the team. Mr. Lewis reflected on the Lassies 9-Hole Golf Club and its success, adding it generated public relations and raised a lot of money for kids.

Julie Dean shared she enjoyed attending graduation events and seeing all of the energy and success surrounding graduation.

Natalie Hagglund commented she is grateful for the support of parents' groups.

Al Schreiber shared he enjoyed attending graduation events, welcomed Mark Carter, shared he is excited about the building projects happening, and made note of the August 6 board meeting and retreat.

ADJOURNMENT
Al Schreiber adjourned the regular meeting at 1:30 PM.
