MINUTES

CALL TO ORDER - 6:00 PM
President Miranda Evans called the meeting to order at  6:00 p.m.

ROLL CALL

President Evans announced two opportunities within the agenda for public comment.

APPROVAL OF AGENDA
Director Schreiber moved to approve the agenda for the October 17, 2023 Regular Board Meeting; seconded by Director Hagglund.

APPROVAL OF MINUTES
October 3, 2023 Regular Meeting Minutes
Director Murry moved to approve the minutes for the October 3, 2023 Regular Board Meeting; seconded by Director Bayes.

SUPERINTENDENT'S REPORTS

1. Donations: Deborah Rumbaugh
Student Advisors, Grace Pacheco and Bee Hartell
, presented the donations. 

2. Enrollment Report: Deborah Rumbaugh
Superintendent Rumbaugh presented the enrollment report, noting the increase of approximately 37.5 students from September to October, which is slightly above enrollment for this time last year.   

3. Equity Update: Ben Gauyan
Dr. Ben Gauyan, Assistant Superintendent of Teaching and Learning, reviewed last year's equity work which included representation in hiring, school equity plans, Kindergarten Fair, Equity Symposium Planning, and adoption of K-8 reading and language arts curriculum. Dr. Gauyan also provided highlights of the continuation of the equity work to be done in the 2023-2024 school year. 

4. School Improvement Plans (Policy 2005) and Accountability Goals (Policy 2004): Deborah Rumbaugh
Superintendent Rumbaugh shared an update on board policies 2005 and 2004, which included a report on district performance improvement goals as set by the state, school SBA (Smarter Balanced Assessment) results, and the plans to achieve the goals stated in the school Annual Action Plans and School Improvement Plans. Dr. Rumbaugh also shared that, at the request of the Board, the school reports to the Board for the next school year will be shuffled to allow schools the opportunity to report to the board at a different time of the year from the previous year. 

CONSENT AGENDA

President Evans offered anyone in attendance the opportunity to speak to items on the Consent Agenda; she offered board members the opportunity to pull any items for discussion. Director Schreiber requested to pull item #13 for discussion. 

Director Schreiber moved to approve Consent Agenda items 1 through 12 and 14; seconded by Director Hagglund.

a. FFA Potato Judging Career Development Event, November 14-15, 2023, Moses Lake, WA
b. FFA Poultry Career Development Event, January 19-20, 2024, Wenatchee, WA

5. Approve the Stanwood High School athletic teams' requests to attend the tournaments listed below, if they qualify for state competition: 
a. WIAA State Tournament - Cross Country, November 2-4, 2023, Pasco, WA
b. WIAA State Meet - Girls Swim, November 9-11, 2023, Federal Way, WA
c. WIAA State Tournament - Girls Soccer, November 16-18, 2023, Puyallup, WA 
d. WIAA State Tournament - Volleyball, November 16-19, 2023, Yakima, WA
e. WIAA State Tournament - Football & Cheer, Possible travel dates November 10-December4, 2023,  Location Undetermined (details based on seeding)

6. Approve the Stanwood High School Boys' Basketball team's request to attend an out-of-state tournament as follows:
a. Desert Holiday Classic - Boys Basketball, December 27-30, 2023, Palm Springs, and surrounding area, CA   

7. Approve the Memorandum of Understanding with the Low-Income Housing Institute (LIHI) to allow the Construction Geometry classes at Stanwood High School to build tiny houses for the homeless

8. Approve the Memorandum of Understanding between the Snohomish County Superior Court and the Stanwood-Camano School District to address truant behavior

9. Approve the Interlocal Agreement between the Stanwood-Camano School District and the La Conner School District to provide services for two students residing in the La Conner School District

10. Approve the Interlocal Agreement with Walla Walla Community College (WWCC) Running Start program to offer high school students the opportunity to concurrently earn college credit and high school credits

11. Approve the Service Agreement between Stanwood-Camano School District and Hopeful Hand to provide a Behavior Technician to support students in the district

12.  Approve the Annual Action Plans as listed below:
a. Cedarhome Elementary
b. Elger Bay Elementary
c. Stanwood Elementary
d. Twin City Elementary
e. Utsalady Elementary
f. Port Susan Middle School

DISCUSSION
Director Schreiber highlighted the changes occurring in the Transportation Department which include the selection of Angie O'Connor as the new Director of Transportation as well as the hiring of new bus drivers. Directors Schreiber and Hagglund welcomed Angie back to the district. 

President Evans asked for a motion to approve Consent Agenda item #13. Director Schreiber moved to approve Consent Agenda item #13; seconded by Director Murry.

PUBLIC COMMENT

There was no public comment.

Citizens wishing to address the Board are asked to submit online requests using the PUBLIC COMMENT link or email [email protected] two hours prior to the board meeting start time. For those attending the meeting in person, request forms are available in the boardroom for submission prior to the meeting start time. Citizens who wish to provide documents to board members will hand them to the Recording Secretary for distribution after the meeting. The Board President will call upon individuals who have requested to speak during the Public Comment section of the agenda. Individuals will state their name for the record and will be allowed three minutes to speak.

SCHOOL BOARD DISCUSSION

1. Book Study, Katz and Dack, Intentional Interruption, Chapters 1-2 

President Evans reported that the board will take part in a Book Study. Dr. Rumbaugh shared that the book selected is designed to talk about how we think about interruptions to instruction to remove barriers to learning.

Student Advisors also received a copy of the book. The board was asked to share any highlights from chapters 1 and 2 with a suggested reading protocol of, "I used to think...Now I think." Each board member shared what stood out to them and discussion followed.

President Evans noted that Chapter 3 would be discussed at the November 21, 2023 Regular Board Meeting.  

STUDENT ADVISOR REPORTS
Grace Pacheco, Stanwood High School, reported on a successful Homecoming week which included a Spirit Week, assembly, cheer performance, student vs. staff basketball game, and a parade. Upcoming events include an annual Veterans Day recognition and remembrance assembly. 

Bee Hartell, Lincoln Hill High School, reported on a successful Spirit Week and Pancake Breakfast, which is a Lincoln Hill High School tradition. Upcoming events include picture retake day and a Fall Social. 

ITEMS BROUGHT UP BY BOARD MEMBERS

Director Hagglund shared that she enjoyed attending the Hall of Fame Banquet at Stanwood High School. Her comments included that she completed her work on the policy spreadsheet, which she has shared with President Evans and Superintendent Rumbaugh and that she has completed her voting for the WSSDA elections.

Director Bayes expressed her appreciation that the Stanwood-Camano School District does not settle for "good enough." She appreciates the constant evaluation, revision, and development of everything from equity work to curriculum and learning goals.

Director Schreiber shared his gratitude for the generous donations, presentations to the board, and increased enrollment. Director Schreiber has also completed his WSSDA voting.

Director Murry reported that she is running for the WSSDA Resolutions Committee and that she is enjoying the book selected for the book study. Director Murry shared that she would be interested in attending the next Lincoln Hill High School Pancake Breakfast. 

Director Evans has also completed her WSSDA voting and reminded everyone in attendance about the importance of voting, commenting that there will be school board and city council positions on the November ballot. Director Evans reported that recently participated in a candidate forum hosted by the League of Women Voters of Snohomish County sharing that the recordings can be found on their YouTube channel. Director Evans also attended the Hall of Fame Banquet which she stated was well done and well attended.

There being no further business, President Evans adjourned the meeting at 6:51 p.m.
