CALL TO ORDER 
Board President Miranda Evans called the regular meeting to order at 5:00 PM.

ROLL CALL
Board Members Present: Miranda Evans, Charlotte Murry, Al Schreiber, Natalie Hagglund

EXECUTIVE SESSION
President Evans recessed the regular meeting and announced the board would move into an executive session until 6:00 PM to review the performance of a district employee.

RECONVENE REGULAR MEETING 
At 6:00 PM, President Evans moved the board out of executive session and reconvened the regular board meeting. Student Advisors Jason Orzel and Hunter Sparrow arrived for the regular meeting.

FLAG SALUTE
President Evans led the Pledge of Allelgiance.

APPROVAL OF AGENDA
President Evans amended the agenda to move the book study, Marc Brackett, Permission to Feel, listed under School Board Discussion to the February 7, 2023, regular meeting. Director Al Schreiber moved to approve the amended agenda for the January 17, 2023 Regular Board Meeting; seconded by Director Natalie Hagglund.

APPROVAL OF MINUTES
January 3, 2023 Regular Meeting Minutes
Director Charlotte Murry moved to approve the Minutes for the January 3, 2023 Regular Meeting; seconded by Director Al Schreiber.

January 9, 2023 Special Meeting Minutes
Director Natalie Hagglund moved to approve the Minutes for the January 9, 2023 Special Meeting; seconded by Director Al Schreiber.

OATH OF OFFICE
1) Debbie Bayes, Director District 4.
Superintendent Rumbaugh administered the Oath of Office to Dr. Debbie Bayes, newly appointed District 4 Director. Superintendent Rumbaugh and board members congratulated and welcomed Dr. Bayes. Dr. Bayes took a seat at the dais.

SUPERINTENDENT'S REPORT
1. School Board Recognition Month
Superintendent Rumbaugh read Governor Inslee's proclamation proclaiming January 2023 as School Board Recognition Month and expressed appreciation to the Board for their service to the district's students, staff, families, and community. 

2. Anti Harassment, Intimidation, and Bullying (HIB) Poster Contest Winners - Ryan Ovenell
Deputy Superintendent Ryan Ovenell facilitated the recognition of students who placed 1st, 2nd, and 3rd in the district's anti-bullying poster contest. Each student was presented with a certificate and a gift from the Stanwood-Camano Kiwanis. The Board congratulated each student and pictures were taken.

At 6:17 PM, President Evans called a 5-minute recess for anyone who wanted to leave following the poster award recognitions. At 6:21, President Evans reconvened the regular meeting.

3. Donations
Student Advisors Hunter Sparrow and Jason Orzel presented the donations.

4. Enrollment Report
Superintendent Rumbaugh presented the enrollment at 4,618 FTE (full-time equivalent students) for January 2023.

5. Stanwood Elementary Report and Shining Star Recognition - Staci Lauinger
Principal Lauinger updated the board on Stanwood Elementary's Annual Action Plan (AAP). Principal Lauinger highlighted AAP goals for students and staff in Math, Literacy, and Multi Tiered Support Systems, including what students will be doing in the classroom to achieve goals, teaching and learning strategies and staff professional development in support of goals, and data for monitoring progress.

6. December Financial Report - Ruth Floyd
Executive Director of Business Services Ruth Floyd walked the board through the attached reports, highlighting the Executive Summary, 2022-23 Managers' Expenditures Report, the General Fund balance, Object Summary report (salary and benefits), and the Budget Capacity and Food Services program reports. 

7. District Website Update - Evan Caldwell
Director of Communications Evan Caldwell provided a preview of how the district website will look after SchoolMessenger complete a refresh process, which includes improved ease of use on mobile devices.

CONSENT AGENDA

President Evans offered those attending the meeting in person and virtually the opportunity to speak to any item on the Consent Agenda; she offered board members an opportunity to pull and discuss any Consent items. There being none, Director Al Schreiber moved to approve  Consent Agenda items 1 through 9; seconded by Director Natalie Hagglund.

3. Approve the Affiliation Agreement with Central Washington University Master of Arts in Teaching Program to accept student interns.

5. Approve the Digital Ticket Sales Agreement with GoFan allowing spectators to purchase tickets to district athletic events online. 
6. Approve Rate of Pay Adjustment for Student Workers and Activity Workers.
7. Approve the SMS Window Replacement Project #0162 Bid Award to Tatley-Grund, Incorporated. 

8. Approve the Personnel Report for January 17, 2023.
9. Approve Bills and Payroll

PUBLIC COMMENT 7:10 PM

Citizens wishing to address the Board are asked to submit their request to speak two hours prior to the board meeting start time. The Board President will call upon individuals who have requested to speak during the Public Comment section of the agenda. Individuals will state their name and address for the record and will be allowed three minutes to speak. If you are attending the zoom meeting via phone, please include the phone number you will be calling from in your email or Public Comment request so we can locate you in the attendee group and enable the speaking function.

There was no public comment.

SCHOOL BOARD DISCUSSION

1. First Reading, Revised Policy 6512 Infection Control Program
The board did not have any questions regarding revised policy 6512; there was consensus to move 6512 forward for a second reading.

2. First Reading, Revised Policy 5410 Holidays.
The board did not have any questions regarding revised policy 5410; there was consensus to move 5410 forward for a second reading.

3. Book study Marc Brackett, Permission to Feel (this item was pulled from the agenda and moved to the February 7, 2023 regular meeting)

STUDENT ADVISORS REPORT

Hunter Sparrow, Stanwood High School, welcomed new board member Debbie Bayes and provided a detailed report on high school events planned through the end of the school year. Hunter shared the Martin Luther King Assembly was very well done and well received. February highlights included planning for the Winter Formal, Jazz Ensemble, ASB spirit week, and organizing for February Black History Month by the Equity Club; March will include ASB meetings and elections and a possible leadership camp at the middle school.

Jason Orzel, Lincoln Hill High School, welcomed new board member Debbie Bayes. Jason’s school report included interested juniors and seniors had the opportunity to take the ASVAB military test (Armed Services Vocational Aptitude Battery measures abilities and helps predict future academic and occupational success in the military); and interested students can apply for Boeing’s Core Plus Summer 2023 Internship Program.

ITEMS BROUGHT UP BY BOARD MEMBERS

Director Hagglund commented it is nice to see so many in attendance and she welcomed Debbie Bayes, adding she will make a great addition to the board.

Director Bayes shared she has enjoyed listening and learning tonight.

Director Schreiber’s comments included thanking those who were recognized earlier for their donations, thanking and congratulating students who participated in the poster contest, congratulating Stanwood Elementary’s Shining Star, thanking Student Advisors for providing feedback during board meeting discussion, welcoming Dr. Bayes to the board, appreciation for seeing field trips on the agenda and the successes of sports teams and clubs, thanking Evan Caldwell for his work on upgrading the website, and sharing that the Country Living Expo (WSU program) will be held this Saturday at Stanwood High School.

Director Murry thanked everyone for attending tonight’s meeting, congratulated award recipients and thanked students who participated in the poster contest for getting there art out there, welcomed Dr. Bayes, and expressed appreciation for tonight’s reports and the website upgrade.

Suerintendent Rumbaugh welcomed Dr. Bayes, adding she is excited to have her aboard. Dr. Rumbaugh noted Maurene Stanton’s retirement announcement (Personnel Report) and wished her all the best and shared Christine Del Pozo will move into the HR Executive Director position. Dr. Rumbaugh shared she is grateful to Maurene for her service and thankful for Christine Del Pozo’s transition to HR.

Director Evans shared she appreciates everyone attending and staying for the meeting; she enjoyed celebrating students tonight in a public forum, and she thanked Hunter Sparrow for sharing information on high school students collaborating with middle school students, adding it is fantastic work to bridge those gaps.

President Evans adjourned the regular meeting at 7:21 PM.
