MINUTES
The Stanwood-Camano School District Board of Directors held a virtual Study Session, using the Zoom platform, on Thursday, October 21, 2021, starting at 2:30 PM, to discuss the topics listed below.
CALL TO ORDER
Natalie Hagglund called the Special Meeting to order at 2:30 PM.
ROLL CALL
Board Members Present: Charlotte Murry, Ken Christoferson, Miranda Evans, Natalie Hagglund
At the time of Roll Call, Al Schreiber was absent. Director Schreiber joined the virtual meeting at 2:33 PM, following Approval of the Agenda.
FLAG SALUTE
Natalie Hagglund led the Pledge of Allegiance.
APPROVAL OF AGENDA
Ken Christoferson moved to approve the Agenda for the October 21, 2021 Special Meeting; seconded by Charlotte Murry. Natalie Hagglund announced vote would be taken by roll call as the meeting is being held remotely.

Washington Association of School Administrators (WASA) Review
Dr. Rumbaugh provided background on a management review service offered by the Washington State Superintendents Association (WASA) to provide assessment of school district management, conducted by expert practitioners in consultation with school district administration, upon request by new superintendents. Today's presentation is an initial draft of a requested review of the district's business office, focused on five areas: District Organization and Structure, Program Investments, Current Financial Position & Comparison, Enrollment Trends and Communication with the Superintendent and Other Stakeholders. Dr. Rumbaugh shared in depth results of WASA's assessment for each focus area. Dr. Rumbaugh reminded all that the report is an initial draft of recommendations and there are no requirements for implementation. Dr. Rumbaugh shared that, in summary, it was a positive review and thanked the business office for their cooperation and participation. Dr. Rumbaugh will keep the Board apprised of next steps.

Elementary School Update
Dr. Rumbaugh reported fourth grade enrollment at Cedarhome Elementary has reached capacity. Discussion followed at length on options to address new fourth grade enrollment short term at Cedarhome, including enrolling those students at Twin City Elementary. Dr. Rumbaugh clarified a long term review of projected enrollment at Cedarhome will take place in March. Steve Lidgard and Liz Jamieson are gathering data for that discussion and there will be an opportunity for the community to provide input. The board came to consensus on Dr. Rumbaugh's request to put together a proposal and communication plan for community feedback that addresses enrolling incoming Cedarhome fourth graders at Twin City Elementary and bring it to an upcoming board meeting.

Secondary School Update
Dr. Rumbaugh proposed an open house for the new Stanwood High School and Church Creek Campus. Saturday dates were discussed and there was agreement that Saturday, December 11, 2021, works. Dr. Rumbaugh will work on an open house schedule to present at an upcoming board meeting.

Facilities Update
Dr. Rumbaugh presented a draft four step plan for buildings to open for facilities use. Discussion followed, including a request for uniformity across schools regarding building use and a request to be cognitive of parking availability during school events while groups are using district facilities. Dr. Rumbaugh will draft a more detailed approach and bring it to a future board meeting under Superintendent's Report.
